Dr. Robert Shepherd is a full professor in the School of Public Policy & Administration at Carleton University. He is a former federal public servant, who worked mainly in the areas of program evaluation, performance measurement and social policy in various departments. He joined Carleton University in July 2007 to assume responsibility for the Graduate Online Diploma in Public Policy & Program Evaluation, which he continues to supervise. His research interests are in broader questions of administrative reform, improving the effectiveness of program evaluation functions and performance measurement systems, public sector ethics, and Indigenous policy questions regarding shifting federal and provincial responsibilities to communities and organizations. He is a credentialed evaluator with the Canadian Evaluation Society, and he is Editor-in-Chief of Canadian Public Administration, Canada's leading PA journal.
What this project means & Why it matters
I am very honoured and privileged to be able to work on the CHAMPS project. As someone who grew up with athletes and Olympians, and as a person deeply committed to sport in Canada, I am keenly aware of the mental health challenges experienced by people who have dedicated most or part of their lives to sport. This project holds a special place for me as I am now in a position to contribute to improving the ways we understand the mental health of athletes and evaluate the various ways in which Canada can support them.
